China Petroleum and Petrochemical Equipment Industry Association (abbreviated as the China Stone Association) changed the working conference and the sixth member congress was held in Beijing shortly before. According to Zhao Zhiming, executive vice chairman of the China Stone Association, the China Stone Association was established in 1985. At the beginning of its establishment, it broke the barriers of departments, industries, regions, and ownership, but in the past it has not fundamentally changed the characteristics of the association's government. . After the completion of the reelection in 2002, the association carried out reforms in accordance with international practice. The top executives of large companies such as PetroChina, Sinopec, and CNOOC took turns to serve as chairman. At present, China Stone Association has a total of 160 governing units and 867 member units.
Currently, the China Shipbuilding Association has focused its main work on the localization of major petrochemical technology and equipment, which is directly related to the “Opinions on Accelerating the Rejuvenation of Equipment Manufacturing Industry” (hereinafter referred to as “Opinions”) recently promulgated by the State Council. In the “Opinions”, the state puts forward three requirements for the petroleum and petrochemical equipment manufacturing industry: relying on the localization of a number of large-scale projects, relying on the introduction of key technologies to digest, absorb, re-innovate and independently develop, and realize a million-ton-grade large-scale ethylene Domestic production of complete sets of equipment; development of large-scale offshore petroleum engineering equipment, 300,000 tons of ore and crude oil transport vessels, offshore floating production tankers, and LNG carriers; research and development of large-scale coal chemical complete sets of equipment to meet the needs of China's energy structure adjustment.
Enterprises should pay attention to innovation and R&D enterprises as the core elements for realizing the major equipment localization. Zhao Zhiming took Sinopec as an example, and made suggestions for the development direction of the company. He believes that a review of the experience and lessons of Sinopec's more than 20 years of major equipment localization can lead to a number of experiences: First, leadership attaches great importance, strengthens organizational coordination, dares to take risks, and dares to take risks and responsibilities. The party leader of Sinopec Corp. personally assumes major responsibility. The leader of the localization leading group was equipped with the position of "determined to have to die, to do meticulous work, and each link must be conscientiously implemented. As long as it is serious, the Chinese cannot do anything". Of course, localization is not enough for user companies only. Efforts made by equipment manufacturers are equally important. The second is to implement the organization and strictly manage the procedures. Sinopec set up a localization office for major equipment in 1983. It organizes feasibility studies on localized projects every year, insists on independent development with domestic capabilities and conditions for development, and does not allow imports of equipment with good application performance. The third is to adhere to the principle of seeking truth from facts, diversify risks, and break key points. Not blindly moving forward, not following the old rules, not emphasizing localization, and projects that are truly unsure of individual projects, can gradually achieve breakthroughs through the integration of technology and trade and Sino-foreign cooperation. The fourth is to adhere to the joint research of scientific research, design, manufacture, and users.
Zhao Zhiming pointed out that for the domesticization of major petrochemical technology and equipment, the three major oil companies and domestic equipment manufacturing enterprises should be examined at a global level. At present, the investment and construction of China's petrochemical projects is at its peak. This is a rare opportunity for localization. It also means that the domestic development is under tight deadlines. Failure to do a good job will result in the failure to implement the projects. It is urged that the petroleum and petrochemical equipment manufacturing industry should increase investment in R&D. First, it should raise awareness. At present, many of our companies are not aware of the gap between themselves and foreign countries. They only realize that fierce competition in the industry has fallen into the vicious circle of sacrificing product quality with low-price competition and bad money driving out good money, and ultimately reduced the level of the entire industry.
In terms of innovative R&D expenditures, the current investment from countries and companies is insufficient, and there are more and more intellectual property disputes with foreign countries. To this end, we call for the equipment manufacturing industry to increase investment in R&D. In addition to attaching importance to equipment research and development, it is necessary to increase investment in technology and information. Without advanced technology, there can be no advanced equipment. At the same time, under the trend of global economic integration, we should increase the tracking and absorption of cutting-edge technology, management, and patent information so that information can promote the development of the industry.
Formulating appropriate support policies Although the company’s own efforts are important, the support that has been separated from the policy will become a passive water and a wood without roots. Zhao Zhiming pointed out that under the conditions of the planned economy, the management model of managing money and goods was adopted. This is not feasible under the current market economy conditions, and there should be breakthroughs and innovations in the management system and mechanism. In addition, in the past, China’s series of policy measures on equipment manufacturing industry were often superficial, non-specific, and lacked operability and coherence. This should also be the direction and goal of future reforms.
At present, China's localization-related enterprises have unequal risks and benefits, the first set of major equipment applications, and the import tax rates for technical equipment are not conducive to localization and other issues. The main reason is that the specific operational nature is inadequate, and the policies and measures that they respond to are often unsatisfactory. Such as the adjustment of import tax on ethylene technology equipment, the mere policy is not enough, in the tax details should be detailed to what specifications of the three ethylene (crack gas compressor, ethylene compressor, propylene compressor) import tax rate How much is the cold box import tax rate of different specifications? These tasks require the linkage of various departments such as the Ministry of Commerce, the Ministry of Finance, and the Customs. The difficulty is not small, but it should be the direction and goal of future work.
The Association should give full play to the role of the bridge To play a good role in the association, Zhao Zhiming believes that localization work must have organizational structures to coordinate leadership and coordination. Without organizational guarantee policies, it cannot be implemented. The State Council's "Several Opinions on Accelerating the Revitalization of the Equipment Manufacturing Industry" clearly stipulates that the National Development and Reform Commission shall be responsible for leading and coordinating the work, but this alone is not enough, and the 16 major technical equipment determined by the State Council to focus on development should also be specialized. The organization guarantees. To revitalize the equipment manufacturing industry, we must give full play to the role of associations, especially professional associations. To this end, the association must play a good role as a bridge and link, establish a platform for exchanges and cooperation, and build a fair competition environment for domestic and foreign companies with different ownership systems. At the same time, it truly represents the interests of the industry and enterprises, and dares to “propose different opinions” to the government, rather than when the “two governments” take the government’s policies to issue orders or seek private interests.
