National second-stage light vehicle emission standards will be implemented from day to date

In accordance with the “Announcement on the Implementation of National Second Stage Light Vehicle Emission Standards” recently issued by the State Environmental Protection Administration, starting from July 1, 2004, all new fixed light vehicles must meet the requirements of the type-approved emission limits specified in the standard. And ceased to declare and approve the light vehicle type approval that meets the first phase emission limit of the national motor vehicle emission standard (equivalent to the European No. 1 Standard, hereinafter referred to as the National 1 Standard). At the same time, light-duty vehicles that have passed the approved type-setting approval of the "National 1 Standard" type, and all motor vehicle manufacturing enterprises should reasonably arrange manufacturing and import plans during the transitional period of one year before June 30, 2005, and ensure that 2005 The manufacture and import of such vehicles will be stopped before June 30th. From July 1, 2005, the sales and registration of "National Standard 1" light vehicles will be stopped.

Wang Jiyun said that in order to implement the standard, the State Environmental Protection Administration has adopted a series of effective measures: First, eliminating leaded gasoline, laying the foundation for the improvement of motor vehicle emission control standards; Second, the successful implementation of the first phase of the national motor vehicle Emission standards; third is the suspension of carburetor vehicles; fourth is to establish an environmental protection standard vehicle approval system; fifth is Beijing, Shanghai successfully implemented the national 2 standard. These measures have created favorable conditions for the implementation of State 2 standards nationwide.

Wang Jichen emphasized that the implementation of the Good Country 2 standard should proceed from the following aspects: Motor vehicle manufacturing companies should rationally arrange production plans to ensure that the production of such vehicles is stopped before June 30, 2005. Vehicle fuel production and sales companies should strictly control the content of sulfur and other harmful substances in vehicle fuels and improve the fuel quality of vehicles. The public should stop purchasing the national standard 1 motor vehicle as soon as possible. The State Environmental Protection Administration will continue to improve the environmental protection approval system for motor vehicles, stop accepting applications for the environmental protection approval of State 1 standard light vehicles, and impose penalties on enterprises that fail to comply with the requirements for environmental protection compliance. At the same time, the State Environmental Protection Administration has begun to establish an environmental protection production consistency supervision and management system to ensure that the production of motor vehicles stably meets the national emission standards, and organizes the supervision and inspection of the environmental consistency and durability of motor vehicle manufacturing enterprises, and does not meet the requirements. The company will require rectification within a time limit; if it does not meet the requirements after the rectification, it will cancel the approval of the model for that model.

The “State 2 Standard” was approved by the State Environmental Protection Administration on April 10, 2001 and it stipulated that it will be implemented nationwide from July 1, 2004. The advance announcement of standards has created very good conditions for the production enterprises to make preparations for implementation. Until now, the number of models approved by the State Environmental Protection Administration that complies with the “National 2 Standards” has reached 8953. It can be said that most of the light models are Vehicle manufacturers have already begun production or have the ability to produce "national standards". Beijing and Shanghai respectively implemented the standards in advance in August 2002 and March 2003 respectively, and the country reduced the consumption tax on light vehicles that meet the standard in advance, which is the driving force behind the implementation of standards by enterprises in advance.

The current situation of motor vehicle pollution is very serious. At the same time as the number of motor vehicles continues to grow, the total amount of pollutants emitted by motor vehicles in China continues to rise. According to statistics, the total amount of hydrocarbons, carbon monoxide, and nitrogen oxides emitted by motor vehicles in China was 2.51 times, 2.05 times, and 3.01 times that of 1995. Motor vehicles in some large cities have become the main source of urban air pollution. In this regard, the State Environmental Protection Administration will further increase the management of motor vehicle pollution, while controlling the new car factory must meet environmental standards, it will also strengthen the control of the in-use vehicle to ensure that the on-road vehicles meet the standard.

The implementation of “State 2 Standard” is a sign of improving the level of pollution control of motor vehicles in China. However, the pollution control water for motor vehicles in China is still about 8 years later than in Europe. The State Environmental Protection Administration is stepping up efforts to formulate the next phase of national motor vehicle emissions.
