Notice on the use of "large-ton small scale" cargo-car products


Provinces, autonomous regions, municipalities directly under the Central Government and cities under separate planning, Xinjiang Production and Construction Corps Development and Reform Commission, Economic and Trade Commission (economic commission), relevant enterprise groups:

In order to implement the spirit of the “National Video Call Conference on Road Traffic Accident Prevention” convened by the State Council, and in coordination with the relevant departments to rectify and correct vehicle products that use “large-ton small scale”, and restore relevant design parameters, the Committee decided to carry out the shipment of production and sales to all relevant enterprises. Vehicles are cleaned up. The relevant matters are hereby notified as follows:

First, the scope and requirements of clean-up

The scope of clean-up is the N-type vehicles in GB/T15089-2001 "Classification of Motor Vehicles and Trailers" and the semi-trailer products in the relevant chassis and O vehicles.

Each cargo vehicle manufacturer shall carry out cargo-carling products (including products that have been revoked in the "National Catalogue" and "Vehicle Production Enterprises and Product Announcements") that were manufactured after January 1, 1999 and were sold by the company. In a single inspection, all vehicles belonging to “large-tonnage and small-scale” vehicles must be reported truthfully. The product models and names of “large ton and small-scale” vehicles, the quality of the trimmings, the quality of the original fixed-loaded vehicles, the parameters of the corrected afterload quality, and the date of manufacture shall be required. Fill in the report (Refer to Appendix for Carriage-type Automobile Parameter Adjustment Checklist) so that the public security traffic management department can register changes in vehicles with “large-tonnage and small-scale” to restore the original appearance of the vehicle. Enterprises that report issues of “large tonnage and small scale” according to deadline will no longer be held accountable; enterprises that have not reported or reported overdue will find penalties for violations of the “large ton and small scale” violations. The resulting legal and economic responsibility is at the company’s own risk.

Second, the time requirements

Each related cargo vehicle production enterprise shall upload the submitted materials through the online application system before February 29, 2004. At the same time, the written materials shall be submitted in duplicate to all provinces, autonomous regions, municipalities directly under the Central Government, cities planning separately and Xinjiang Production and Construction Corps. Development and Reform Commission or Economic and Trade Commission (Economic Commission) (Automobile Product Competent Department, the same below) and National Development and Reform Commission Industrial Policy Division (Address: 38, Yuetan South Street, Xicheng District, Beijing, 100824).

All provinces, autonomous regions, municipalities directly under the Central Government, cities under separate planning, and the Xinjiang Production and Construction Corps Development and Reform Commission or the Economic and Trade Commission (Economic Commission) shall promptly convey the spirit of this Circular to the relevant vehicle manufacturers, and urge vehicle manufacturers to submit relevant materials on time.
