Shandong Chlor-Alkali Association as a good "coordinator"

In recent years, the chlor-alkali industry in Shandong has developed rapidly. The number of chlor-alkali enterprises in the province has grown from 24 in 2001 to 33, and the production capacity of caustic soda has increased from 1.2 million tons/year in 2001 to 3.18 million tons/year, an average annual increase of 44%. In the face of a rapidly expanding production scale, the chlor-alkali association of Shandong Province has always been clear-headed, actively seeking preferential price for raw materials, communicating market information among enterprises, and promoting the healthy development of the industry.

The caustic soda industry is a high-energy-consuming industry. At present, the prices of main energy such as electricity and oil are continuously rising, resulting in a substantial increase in the cost of caustic soda enterprises, and the efficiency is reduced year by year. Actively striving for the preferential price for the chlor-alkali industry has become the unremitting work of the association. When the Shandong Province decided to collect the Three Gorges Fund from the company-owned power plant, the cost of renewing the rural power grid, and the surcharge of the urban public utilities, the secretariat of the association organized the legal representative of all chlor-alkali enterprises to sign the letter and cooperate with the China Chlor-Alkali Association. National Development and Reform Commission reflects the situation. In the end, the country will exempt these three charges from the captive power plant of the alkaline cogeneration plant.

Another major raw material for caustic soda is the raw salt. In the past two years, the price of raw salt has soared, and it has swallowed the profits of caustic soda. With the issuance of the “Notice on Improvement of Industrial Salt Supply, Marketing, and Price Management Measures”, the monopoly system of industrial salt has been broken. However, Shandong Province has promulgated the “Regulations on the Management of Salt Industry in Shandong Province”, which again set up obstacles for salt and alkali production enterprises. The Shandong Chlor-alkali Association immediately responded and proposed opinions from the industry at the national salt industry research meeting. It proposed to change the “Shandong Salt Management Regulations” to “Shandong Salt Management Regulations” and do its utmost to maintain the industry’s interest.

Due to abundant salt, electricity and coal resources in Shandong Province, the development of chlor-alkali projects is very beneficial. Since 2002, chlor-alkali enterprises in Shandong province have expanded production. From the second half of 2004 to the first half of 2005, the new expansion capacity of Shandong Province reached more than 600,000 tons/year. However, due to the constraints of liquid caustic soda sales radius, and the lack of synchronization of road transport restrictions and downstream consumption growth, the sales of chlor-alkali have been low. The contradiction between supply and demand for caustic soda production capacity in the province has become increasingly prominent. Under this circumstance, the Association did not give up its efforts in coordinating the market, held meetings in a timely manner, and exchanged market information. This has, to a certain extent, inhibited the fragmentation of sales prices and relieved the disorderly competition among enterprises.
