China Drying Newsletter Ministry of Commerce announced on December 28, 2012, a list of rare earth export companies in 2013 and issued the first batch of export quotas. According to the announcement, in 2013, the first batch of rare earth quotas continued to be divided into light rare earths and medium- and heavy-earth rare earths, totaling 15,501 tons, of which, the amount of light rare earths was 13,563 tons, and medium-heavy rare earths were 1,938 tons.

A total of 24 companies across the country got their first quota. Among them, Minmetals Corporation (Minmetals Nonferrous Metals, Ganxian Red Gold Rare Earth), Baotou Steel Group (Baogang Rare Earth, Baotou Steel and Rare Earth, Baotou Huamei Rare Earth, Baotou Tianjiao Chingmei Rare Earth), Sinosteel Group, Guangshan Nonferrous Metals Co., Ltd. The large number of quotas in previous years was on the list. As for individual companies, Baotou Rhodia Rare Earths Co., Ltd. has achieved the largest quota of 1,171 tons.

According to the Ministry of Commerce, the number of rare earth export quotas issued for the first batch of next year will be calculated based on the number of exports and the amount of exports from January to October of each year from 2010 to 2012, and the number of issued quotas will be about 50% of the total quota for 2012. It is reported that two batches of rare earth export quotas before and after 2012 totaled 30,996 tons, a slight increase from 30,184 tons in 2011.

It is worth noting that although China has restricted the export of rare earths by the major consumer countries, the global market demand for China's rare earth has dropped significantly, resulting in the country's rare earth export quotas have not been used up in the past two years.
