China Leather Industry Association has issued an emergency notice to the industry. Once the restrictions are imposed, many chemical products in the upper reaches will also be subject to "linkages."
According to the “Emergency Circular on the EU's proposed limitation of China’s footwear products” issued by the China Leather Industry Association, on February 1 this year, the European Union began to implement “advanced export license monitoring” measures for Chinese footwear products. On April 15, the EU passed a decision in Brussels to impose trade restrictions on Chinese shoes around June. Moreover, this restriction is not an anti-dumping that was originally rumored. It is a "special protection" like textiles. At present, Italy, Spain, Portugal, Poland, and France all require the “special protection” of Chinese shoes as soon as possible.

According to statistics from China Customs, in the first quarter, China exported 730 million U.S. dollars of footwear to the EU, an increase of 30.6 percent year-on-year. Among them, Wenzhou City exported 25 million U.S. dollars worth of footwear products to 25 EU countries. The growth of footwear products exported to the EU has also led to the growth of related chemical products, especially raw materials for the production of footwear products such as tanning agents and adhesives. Only last year, the output of adhesive products reached 924,000 tons, a year-on-year increase of 16.3%, and this year will exceed the one million tons mark. Once the restrictions are imposed on Chinese footwear products, not only the footwear industry will be affected, but many chemical products, such as tanning agents and adhesives, will be affected by the strain.

The person in charge of the China Leather Industry Association, who was interviewed, reminded that in the face of restrictive actions that the EU may impose, shoe makers should be cautious in exporting to Europe. In particular, they should avoid sharply increasing exports to the EU in the short term, and the prices should fall significantly. At present, long-term orders should be signed with caution so as not to cause major economic losses to the company. The upstream chemical raw material production enterprises should maintain close contact with the shoe-making enterprises, and must not blindly produce, in order to avoid the losses of the downstream companies.

It is understood that the basis for the EU to take "special protection" for Chinese shoes is similar to that for textiles, and that the export to the EU in the first quarter was too rapid.
