At the invitation of Wu Bangguo, chairman of the Standing Committee of the National People's Congress, Matviyenko made an official friendly visit to China on the 5th. During the talks, the two sides agreed that local cooperation is the key area for China-Russia relations over the next 10 years of development planning. On the 7th, in response to a reporter’s question, Matviyenko stated that of the 83 federal bodies in Russia, 70 have established direct contact with relevant Chinese provinces. The border trade between the two countries accounts for 30% of bilateral trade volume. The current development of the Far East and East Siberia regions is the focus of Russia’s national policy. When talking about the problems existing in Russia-China economic and trade cooperation, Matviyenko said that at present China's investment in Russia has slowed down. Russia will work hard to improve its investment environment, improve laws, and reduce trade barriers. Seeing that China has increased investment in Russia in the fields of industry, high technology, and innovative industries.

“Russian law does have some loopholes in the registration of patents. We have established a special expert committee on intellectual property issues, we are preparing relevant legislative proposals, may pass new laws, or update existing laws. It will involve not only patent registration but also broader intellectual property issues," she said.

In August this year, Russia officially joined the WTO, opening up new prospects for bilateral economic and trade cooperation. Matviyenko said in this regard that Russia and China can coordinate and cooperate within the framework of the WTO and work together to promote the WTO to formulate more fair, equal and non-discriminatory trade rules.

Next, Matviyenko will also visit Sichuan Province. She personally looks forward to the exchanges with teachers and students of Sichuan University because "youth decides the direction of future cooperation between the two countries."
