Jiangsu plans to invest 230 million yuan to purchase PM2.5 monitoring equipment

Recently, the Jiangsu Provincial Environmental Protection Working Conference reported good news: This year, the province plans to build 68 more PM2.5 monitoring points. According to the plan, Nanjing's nine national control points (included in the national air monitoring network's urban air quality assessment points) will have PM2.5 monitoring capabilities during the year.

According to reports, the plan will be implemented in two steps. In 2012, the national control points of 13 prefecture-level cities across the province have completed the construction of PM2.5 monitoring points; in 2013, 185 PM2.5 monitoring points were “fully covered”. To this end, Jiangsu plans to invest 230 million yuan in purchasing PM2.5 monitoring equipment.

At present, Nanjing has established PM2.5 monitoring points at the three national control points of Caochangmen, Xianlin and Xuanwu Lake. Monitoring instruments are imported from the United States. After screening, the particulates were analyzed by filtration membranes, physical and chemical analysis, and the concentration and pollution status were obtained. The accuracy was high, and monitoring records were recorded every day since 2008. Comprehensive data show that the city's PM2.5 pollution is within control. The remaining six national control points will be built with PM2.5 monitoring points this year. According to the person in charge of the Municipal Environmental Protection Bureau, in addition to monitoring, PM2.5 monitoring data will be released to the public on the Nanjing Environmental Protection website in the first half of this year, and monitoring data of PM10 will be changed from “published once every 24 hours” to “ Published every 2 hours." The environmental protection department will also gradually establish an air quality early warning system, comprehensively monitor data, influence of foreign air pollution and local weather conditions, analyze the trend of changes in pollution concentration, and release air pollution warnings as necessary to remind citizens, especially heart disease, of weather conditions. Patients with respiratory diseases avoid outdoor activities as much as possible.

It is reported that PM2.5 refers to particulates with a diameter less than or equal to 2.5 microns in the atmosphere, accounting for 2/3 of the total PM10 in the atmosphere, and is the main cause for the formation of ash. Since the diameter is less than 1/20 of the thickness of the hair, experts describe PM2.5 as "ultrafine dust." Nanjing University of Information and Technology has captured 17 kinds of chemical elements from this “ultra-fine dust”, among which the three highest concentrations are sulfur, lead and zinc. Research shows that PM2.5 mainly comes from industrial emissions, and it is easy to catalyze the formation of “sulfuric acid mist”, adsorb more harmful elements, and cause air pollution. Dust from the construction site, incineration of straws, and exhaust emissions from motor vehicles will also generate a large amount of PM2.5.

To this end, this year, Jiangsu Province will fully implement motor vehicle IV emission standards in the eight cities along the Yangtze River and strive to complete oil upgrades. At the same time, the use of a combination of expanded restricted areas and funding assistance incentives to accelerate the elimination of all kinds of old "yellow label cars"; pay close attention to the introduction of "Jiangsu Province dust pollution control measures" to establish a green construction and dust monitoring system.
