Since 2007, the Seventh Division of the Xinjiang Construction Corps has cooperated with Hangzhou Jinjiang Group and has invested 5 billion yuan to build thermoelectric, coal, and coal chemical projects. At the end of the “Twelfth Five-Year Plan†period, it is expected to realize a total investment of 30 billion yuan and form an annual output of 3 million tons of chemical fertilizers to jointly create a recycling economy industrial park with coal as raw material and coal-electricity-based integration.
