Recently, the first phase of the Central Platform of the Enterprise Credit Information Exchange and Sharing Platform Project of the Ministry of Commerce was officially launched. This is another important measure for the Ministry of Commerce to implement the spirit of the “Social Credit System Construction Planning Outline (2014-2020)â€, accelerate the integration of credit information in the business sector, and promote the construction of a business credit system.
At the end of 2014, the Ministry of Commerce formulated the workflow and specifications for data authorization, collection, organization and maintenance of the central platform based on the previous research data, and established a coordination mechanism within the department. In 2015, based on the comprehensive management of 99 government information systems, 258 business reports, and 5119 data items in 19 business divisions, the principles of “unified standards, unified platforms, step-by-step implementation, and hierarchical sharing†were adopted. Completed the construction of the first phase of the central platform of the enterprise credit information exchange and sharing platform project in the business field, and basically realized the joint mining, sharing and centralized management of corporate credit information in the business field. Up to now, the central platform has collected 10,784,424 basic information, 468,461 business information and 22,771 excellent bad information, covering the five major business sectors of the Ministry of Commerce, including foreign trade, foreign investment, going global, domestic trade circulation, and multi-bilateral. The on-line operation of the platform provides a strong technical support for the Ministry of Commerce to use corporate credit records in administrative matters, improve macro decision-making and administrative efficiency.
In the next step, the Ministry of Commerce will gradually realize the information exchange and sharing with the relevant departments of the High Court, Customs, Taxation, Industry and Commerce, and Quality Inspection through the “Working Mechanism of Good and Bad Credit Record Co-construction and Sharing†established by the Development and Reform Commission and the People's Bank of China. . At the same time, continue to guide the construction of local credit platforms such as Shanghai, Jiangsu, Zhejiang, Guangdong, etc. Based on the unified technical standards of the central platform, do a good job of data docking between the central platform and the local platform.
