Firstly, environmental awareness has steadily increased, along with more rigorous environmental management. Following incidents like the Songhua River pollution, greater emphasis has been placed on education and awareness campaigns. As a result, both officials and workers in the chemical industry have become more conscious of environmental issues. Most enterprises now strictly adhere to the national "three simultaneous" system, effectively controlling new sources of pollution. They have also improved internal environmental management systems, integrated them into corporate responsibility assessments, and strengthened daily oversight to ensure smooth environmental protection operations.
Secondly, the management of "three wastes" (waste gas, waste water, and solid waste) has seen continuous improvement. Through the adoption of advanced and practical environmental technologies, petroleum and chemical companies have enhanced the management and comprehensive utilization of these wastes. Many have even achieved zero emissions. According to statistics, 95.1% of wastewater is discharged in compliance, 85.4% of industrial water is reused, 86.9% of carbon dioxide emissions meet standards, 86.8% of smoke emissions comply, 72.8% of dust emissions are within limits, and 80% of industrial solid waste is utilized.
Thirdly, the ability to prevent environmental risks has been significantly strengthened. Most companies have set up monitoring and emergency response systems for pollution accidents, developed contingency plans, and conducted drills to improve their readiness for sudden environmental incidents. Those lacking adequate emergency measures have since been upgraded. For example, chemical companies along the Yangtze River have largely established emergency containment pools. According to data from the State Environmental Protection Administration, over 14 billion yuan has been invested by petroleum and chemical companies to enhance emergency facilities for environmental accidents.
Lastly, the development of a circular economy has accelerated. The state has designated the chemical industry as a key sector for circular economy initiatives. The China Petroleum and Chemical Industry Association has issued guidelines and conducted pilot projects in sectors such as sulfuric acid, phosphate fertilizer, chlor-alkali, soda ash, pesticides, and rubber. Over 150 circular economy technologies have been promoted, with 74 of them recognized as national key support technologies for the circular economy.
