Over the past three decades, environmental protection has evolved from a basic consideration to a core priority. Initially driven by mandatory requirements for building environmental facilities, the industry now proactively implements the "three simultaneous" principle—ensuring that pollution control measures are planned, constructed, and operated alongside production processes. This shift reflects a broader commitment to sustainable development across the entire sector.
The achievements in environmental protection can be summarized in four key areas:
First, environmental awareness has significantly increased. Following incidents such as the Songhua River water pollution, enhanced public education and awareness campaigns have improved the environmental consciousness of workers and managers. Most companies strictly adhere to national environmental assessment regulations, effectively controlling new pollution sources. They have also established and improved internal environmental management systems, integrating them into corporate performance evaluations and strengthening daily supervision to ensure smooth implementation of environmental policies.
Second, the management of the "three wastes" (waste gas, waste water, and solid waste) has improved substantially. The adoption of advanced and practical environmental technologies has enabled petroleum and chemical companies to better manage and recycle these waste streams. Many enterprises have achieved zero emissions. According to recent data, the industry-wide wastewater discharge compliance rate is 95.1%, industrial water reuse reaches 85.4%, carbon dioxide emission compliance is at 86.9%, smoke emission compliance stands at 86.8%, dust emission compliance is 72.8%, and solid waste utilization is 80%.
Third, environmental risk prevention capabilities have been strengthened. Most companies have set up monitoring and emergency response systems for pollution incidents, developed contingency plans, and conducted regular drills to improve their ability to handle sudden environmental accidents. Enterprises with incomplete emergency protocols or risk management systems have made necessary improvements. For example, chemical companies along the Yangtze River have largely established emergency containment pools. According to the State Environmental Protection Administration, over 14 billion yuan has been invested nationwide to enhance emergency infrastructure for environmental accidents.
Fourth, the development of a circular economy has accelerated. The state has designated the chemical industry as a key sector for circular economy initiatives. The China Petroleum and Chemical Industry Association has issued guidelines and implemented trials in industries such as sulfuric acid, phosphate fertilizer, chlor-alkali, soda ash, pesticides, and rubber. Over 150 circular economy technologies have been promoted, with 74 of them recognized as national key support technologies.
