China is breaking traditional industry boundaries by implementing a variety of strategies to boost business engagement in soil testing and fertilizer application. At a press conference held by the Ministry of Agriculture’s Press Office on April 1, it was revealed that this year, "enterprise participation" will be a key focus of the national soil testing and formula fertilization initiative. The government plans to encourage chemical fertilizer companies to become central players in this effort.
Currently, soil testing and formula fertilization are largely confined to agricultural technology systems and soil fertilizer institutions. Major fertilizer companies have not been actively involved. From a policy perspective, most subsidy programs for soil testing and formula fertilization are directed at agricultural departments, especially those responsible for promoting agricultural technologies and soil fertility practices. Fertilizer companies typically do not receive financial support when they participate in these projects.
In practice, almost all aspects—soil sampling, formula development, field trials, performance evaluation, management, supervision, and technical support—are handled by agricultural technology departments. Even fertilizer processing is often managed within the soil-fertilizer system, leaving little room for fertilizer companies to engage directly.
To address this, Chen Mengshan, Director of the Crop Management Division at the Ministry of Agriculture, announced several measures to encourage large fertilizer companies to take a leading role. First, the government will help companies develop tailored fertilizer formulas by providing free soil testing data and guiding them in adjusting production and supply. Second, it will assist companies in expanding their operations, including building agrochemical service systems suitable for China’s conditions, such as establishing fertilizer distribution networks. Third, market regulation will be strengthened, with simplified fertilizer registration processes and incentives for producing and supplying formula fertilizers. Efforts will also target illegal activities, counterfeiting, and fraud to ensure a fair and healthy market environment.
Since its launch in 2005, the soil testing and formula fertilization project has seen significant progress. Within three years, the central government allocated 1.6 billion yuan in subsidies, benefiting over 140 million farmers across 1,200 counties. The total area under soil testing and formula fertilization reached 900 million mu, contributing to increased crop yields, improved efficiency, and better quality. In 2007 alone, the program reduced irrational fertilizer use by 1.1 million tons, equivalent to saving 1.45 million tons of crude oil and 150 million cubic meters of natural gas, while cutting carbon dioxide emissions by 3.5 million tons.
This year, the central government will allocate 1.15 billion yuan for the same purpose, aiming to further expand the coverage of soil testing and formula fertilization, reaching more crops and regions across the country.
