At the fourth session of the Ninth CPPCC National Committee of the Xinjiang Uygur Autonomous Region, Yu Daohu, member of the Xinjiang Regional Committee of the Jiu Autonomous Region, called for a "large-scale" chemical park in Xinjiang.

Yu Daohu pointed out: “The famous Suzhou Industrial Park in China is only 40 square kilometers; and the total planned area of ​​industrial parks in 9 cities around Urumqi has reached 2042 square kilometers, which is the built-up area of ​​Xinjiang cities and towns (including cities, counties and towns) in 2005. The combined total of 977 square kilometers is more than double! Five of them are chemical parks."

Yu Daohu calculated an account: 2042 square kilometers, which was calculated at an investment of 50 million yuan per square kilometre of infrastructure, and completed at least 100 billion yuan, equivalent to 1/6 of the total fixed-asset investment in Xinjiang in the past five years. The built-up industrial area is calculated according to the standard of low-level consumption of the three types of industries. The daily water consumption is 61.26 million cubic meters, which is nearly 22.4 billion cubic meters per year. For Xinjiang, the annual water consumption is only about 63 billion cubic meters. The place is definitely impossible. This is only a statistical analysis of the industrial parks in nine cities in 251 cities and counties in Xinjiang. To this end, Yu Daohu appealed that the planned industrial parks in Xinjiang should be “downsizing”.

According to relevant data, some famous industrial parks in developed countries have smaller areas of less than 1 square kilometer and large ones of only about 20 square kilometers. In addition, the strength of the park is not judged by the size of the area, but should be determined by the amount of investment in the area, especially the output value of land per unit area, investment productivity, labor productivity, and so on. The output value of an industrial park in Shanghai reaches 3 billion to 4 billion yuan per square kilometer, while the output value in a development zone in Xinjiang is less than 0.5 billion yuan per square kilometre. This indicates that the large area of ​​the park is not necessarily a good thing.

Yu Daohu believes that in the planning of industrial parks, we must seek truth from facts and not be greedy, but should focus on quality and efficiency. At the same time, according to the market conditions and possibilities, Yida is large, small, small and scientific. However, the current practice of Xinjiang Industrial Park is worth discussing.
