In 2014, seven ministries and commissions, including the National Development and Reform Commission and the Ministry of Industry and Information Technology, jointly issued the "Opinions on Promoting the Cooperative Resource Utilization of Urban and Industrial Wastes in the Production Process", and included cement kiln co-processing in key support areas.

In February 2016, the Ministry of Environmental Protection began to solicit comments on the “Technical Policy for the Prevention and Control of Solid Waste Pollution from Co-processing of Cement Kilns”, and it was launched on December 8, the same year.

In October 2016, in the "Building Materials Industry Development Plan (2016-2020)" released by the Ministry of Industry and Information Technology, it explicitly proposed to support the use of the existing new dry process cement kilns for the cooperative disposal of domestic garbage, municipal sludge, polluted soil and hazardous wastes. On May 31, 2017, the Guidelines for the Examination of Operation Licenses for Handling Synergistic Hazardous Wastes from Cement Kilns (Trial) was also officially released.

The National Conference on Industry and Information Technology held in 2018 pointed out that cement kiln should be promoted to co-dispose of urban garbage and industrial waste, and efforts should be made to upgrade the level of green development.

In addition, the Ministry of Housing and Urban-Rural Development will use the use of cement kilns to co-dispose of household waste into the “13th Five-Year Plan” of municipal infrastructure construction, and require pilot demonstrations such as cement kiln co-processing in areas where conditions are available.

In November 2017, the company acquired 40% of the equity interest in the acquisition of Zhongsi Runyi Environmental Protection and 51% of Sichuan Tianyuanda Environmental Protection. According to statistics from China Cement Network, as of October 26, 2017, there were 37 cement companies with cement kiln co-disposal hazardous waste business licenses, accounting for less than 2% of the total number of companies with hazardous waste treatment qualifications in China (over 1,720). The proportion is very low, but the total number and approved disposal scale have been doubled in the past three years, and the approved disposal scale is nearly 2.5 million tons.
