First, the overall requirements

In accordance with the scope of inspection and the division of responsibilities as stipulated in Document No. 3 of the Committee of the Security Committee of the People's Republic of China, under the unified deployment of the Government Security Committee, comprehensive inspections of mineral resources exploration and exploitation activities shall be carried out; actively cooperate with relevant departments to strengthen the relevant key industries. The local competent departments of land and resources at all levels shall, in accordance with the unified deployment of the local people's government's security committee, strengthen joint law enforcement and conduct a comprehensive inspection of the exploration and exploitation of mineral resources. The competent departments of land and resources at the provincial level, the China Geological Survey Bureau and other directly affiliated units of the Ministry, and the National Land Supervision Bureaus stationed in each locality shall report the safety production inspections to the Ministry of Development and the Security Committee before October 25.
Fourth, work requirements
(1) Strengthening the leadership of major inspection organizations. Local competent departments of land and resources at all levels should formulate work measures in accordance with their own responsibilities, coordinate linkages, cooperate with each other, actively participate in joint law enforcement inspections by local government organizations, and conduct cross-regional and inter-departmental joint law enforcement, joint supervision and unannounced investigations, etc. Communicate and exchange relevant information to ensure that the inspection work is carried out in a solid and effective manner.
