According to Xinhua News Agency, a recent report revealed that the State Administration of Taxation has announced a significant update regarding the taxation and invoicing process for motor vehicles. Starting from August 1, 2006, all motor vehicle sales will be required to use the new "Motor Vehicle Sales Integral Invoice" to streamline tax collection and meet the growing demand for tax-controlled invoice systems. This move marks the official end of the previous version of the invoice.
The notice issued by the State Administration of Taxation clearly states that all entities and individuals involved in the retail of motor vehicles must issue a unified, standardized invoice when collecting payment for new vehicles (excluding used car sales). The new invoice is known as the "Motor Vehicle Sales Integral Invoice," and it must be stamped with a special financial seal or a dedicated invoice stamp. Importantly, no deductions or tax return stamps should be applied on these invoices.
It is reported that the "Motor Vehicle Sales Integral Invoice" consists of six different copies, each serving a specific purpose. The first copy acts as a payment voucher for the buyer, the second serves as a tax deduction voucher, the third is retained by the tax collection authority, the fourth is kept by the vehicle registration department, the fifth is used for accounting purposes by the seller, and the sixth is retained by the seller as a record. Each copy is printed in a distinct color: brown, green, purple, blue, red, and black respectively. The invoice code and number are printed in black, and the overall size of the invoice is 241mm x 177mm. In cases where the buyer is not a VAT general taxpayer, the second copy is retained by the seller instead.
The General Administration of Taxation has also emphasized that the "Motor Vehicle Sales Integral Invoice" must be issued using computers equipped with tax control devices. Before such equipment becomes available, businesses may temporarily use standard computer systems to generate the invoice. However, during this transitional period, fields such as machine code, machine number, and tax control code should remain unfilled.
In addition, the administration clarified that if a buyer loses their "Motor Vehicle Sales Integral Invoice" before registering the vehicle or paying the purchase tax, they must follow a specific procedure outlined in the "Reply on the Handling of Lost Motor Vehicle Sales Invoices." This involves applying for the reissue of the invoice and then generating a red invoice based on the information from the lost stub.
